PAKISTAN is desirous of expanding and improving its petroleum refining and petrochemical base to meet increasing domestic demand for petroleum products. PARCO Coastal Refinery Limited (PCRL) has embarked on setting up a new oil refinery of 250,000 BPD capacity at Khalifa Point near the coastal city of Karachi, Pakistan. PARCO Coastal Refinery will reduce the demand and supply gap by 11 million tons per year. PCRL is seeking applications for the following positions:-

CAREER OPPORTUNITIES

LEAD ENGINEER INTERFACE (CIVIL)

Qualifications & Competencies: Bachelor's degree in any engineering discipline from a PEC accredited university, preferably with a Master's degree. The candidate should be highly competent in interpreting engineering, procurement, fabrication, construction, commissioning documents, and specifications, to ascertain risk management issues. He must demonstrate leadership, interpersonal and influencing skills to tactfully and diplomatically manage ambiguity, conflict and uncertainties in a culturally diverse environment. The candidate should have the ability to implement and maintain the designated Interface Management System (CIMS) and procedures used by all functions, contracting parties and stakeholders. The candidate must have awareness of HSE codes, Acts, Laws etc. 

Experience: At least 15-20 years' experience in interface management throughout the project life cycle including the owner's side. Petrochemicals, refinery, and oil & gas facilities' engineering design, procurement, construction and commissioning with a good understanding of technical integrity management, project management, quality and technical assurance, change management, deviation/query management are the requisites of the job. The candidate should have a proven track record of coordinating interfaces - both technical (hard) and governance (soft) interfaces - through the Project Stages on a complex onshore major project. Relevant experience of working in JV, PMC or Integrated Project Management Team is desired. 

Responsibilities: The candidate will be responsible for interface with different contracting parties, owners, customers, government bodies and existing facilities in coordinating and managing Process Design by Licensor, FEED and EPC Contractors. The candidate would be required to ensure that critical interfaces are identified and acknowledged by all concerned contracting parties and PCRL policies, procedures and controls are adhered to, at all times. The candidate would be producing Interface reports to ensure tasks are delivered in accordance with the agreed project requirements and optimization & rationalization in all areas. The candidate would be providing implementation guidance for interface management system and procedures for all functions. The candidate will also be responsible for ensuring compliance with all the safety standards.

SENIOR PROJECT ENGINEER (CIVIL) 

Qualifications & Competencies: Candidate should have Bachelor's degree in civil engineering from a PEC accredited university. The Candidate should have a proven ability to study the soil survey reports prepared for the proposed site and emphasize the importance of such surveys in cases of heavy concrete structures. 

Experience: At least 15-20 years' relevant experience in managing project site work in Pakistan. The candidate should have proven experience of working as part of owner's team, the experience of executing international mega projects, the experience of working with full project life cycle from feasibility study to design, through construction, commissioning, start-up, performance and operations within downstream, petrochemicals and/or Oil & Gas companies. Experience of working in JV, PMC or Integrated Project Management Team/Project Environment is desirable. 

Responsibilities: The candidate will provide assistance for proper cost estimation of the project related activities in connection with the preparation of Tender Documents. The candidate will also supervise and inspect civil works as per contractual conditions, drawings, applicable codes and standards, review progress and give a report to a supervisor, prepare details of progress showing the status of different projects in terms of percentage of work completed and costs incurred. The candidate will be verifying invoices as per contracts' terms and conditions and working on quality procedures, attending progress meetings with contractor(s), ensuring safety standards during construction activities, following up on progress of civil engineering drawings being prepared and guiding concerned staff for technical details that need to be incorporated in the drawings, ensuring the quality standard of materials like size of aggregates and concrete etc., used by the contractor(s), and coordinating with government agencies for obtaining approvals and permissions regarding construction-related matters.
